With 'Expanded Rules' and a legacy Halfling species selected, this will appear for an ASI choice. With the new Halfling, the option is no longer available.
That's a known issue with the XGTE feats and the new species. As a workaround for now, you can disable Feat Prerequisites for that character in your character settings, and then add the feat.
