If you mean the 2014 version of Keen Senses, you can use:
Type: Proficiency
Subtype: Perception
If you mean the 2024 version, you can to use Options to define your own choices. Just set up each available choice (e.g. Perception) as its own Option, and give it the appropriate modifier like the one above.

I tried the option route, but every time I add an option, the only thing it allows me to do is add an action. I really need to be able to add a modifier, not an action.
This is still an issue when making a custom species 6 months later that when you go into Species Traits and create one for Keen Senses, (unless you used elf as the base)
Once in this location you should be able to go to the Modifiers section and select Proficiency as the Modifier Type, and then Keen Senses as the Modifier subtype but the option is not there. When you use Elf as the Base it is the option directly above Kobold Skill but it is just missing.
Now a work around is you can just give one of the three options as a proficiency, but this isn't a fix because you would have to change it every time someone new used the Custom species if they are not choosing the same option you chose.
If it had the Keen Sense option then on creation like an elf we would have the option to choose between Insight, Perception, or Survival.
I'm sure this is a rather simple fix, but i did want to bring it back up that this is not the case of choosing a feat or choosing the wrong option because i matched it 1 to 1 against using the elf as the starting species and looked exactly how to do it, the option is just flat not there if you use any species besides elf as the starting species to work off of.

What it says on the tin: the elf's "Keen Senses" are missing from the modifier subtype dropdown.
This makes it impossible to replicate the elf's Keen Senses ability in a custom race.
