While using the homebrew creator, I’m having an issue where I can’t add the spell Shadow of Moil to things like a homebrewed magic item that allows one to cast that spell.
I do not personally own the source material (Xanathar’s), however I am part of a campaign that shares it. I’ve seen it said that the issue is due to not owning the content personally, but I’m able to add other spells from Xanathar’s. Personal ownership therefore doesn’t seem to be the issue for that reason, as far as I can tell.
I found a reddit post from almost a year ago asking about this exact issue, with this exact spell.
1. If you personally own Xanathar’s, and you try to create a magic item that can cast Shadow of Moil, does it show up for you?
You can only make homebrew copies of spells you own. Shared spells can be used only inside the campaign that's sharing them; the homebrew editor is not part of that or any campaign.

2. Any workarounds you can think of?
Actually, might be user error. Sorry. :)
