I've noticed a bug with spell options not displaying the correct spells when leveling up.
For example, on my ranger/wizard character, when leveling from wizard 1/ranger 3 to wizard 1/ranger 4, I have 2nd level spell slots, but am unable to choose 2nd level spells for ranger (or wizard, but that's to be expected as I didn't level up the wizard class).
Relevant text from PHB:
The number of spells on your list increases as you gain Ranger levels, as shown in the Prepared Spells column of the Ranger Features table. Whenever that number increases, choose additional Ranger spells until the number of spells on your list matches the number in the Ranger Features table. **The chosen spells must be of a level for which you have spell slots**
“You determine what spells you can prepare for each class individually, as if you were a single-classed member of that class. If you are a level 4 Ranger / level 3 Sorcerer, for example, you can prepare five level 1 Ranger spells, and you can prepare six Sorcerer spells of level 1 or 2 (as well as four Sorcerer cantrips).” https://www.dndbeyond.com/sources/dnd/free-rules/creating-a-character#Spellcasting
In both your case and in the example here in the rules, a level 4 ranger can’t prepare 2nd-level spells because a single-classed ranger of that level wouldn’t have 2nd-level spell slots.

That’s correct, per the multiclassing rules.
“You determine what spells you can prepare for each class individually, as if you were a single-classed member of that class.
