I want to create a campaign for using only the 2024 rules, and characters that can only select from 2024 options. But I'm encountering a few places of wonkiness.
First, despite turning off all other sources and partnered content, I still get strange options, like "Laser Rifle" as a Weapon Mastery option for a paladin.
Second, when I am on the species selection screen and select "Player's Handbook 2024," I do not get human, dwarf, halfling, and elf as options.
Is there a way I can tailor a campaign to prevent players from taking non-PHB 2024 rules? Some of my players own additional content, and I am wondering if that ownership always allows them access.
I am not sure if this is a bug or a feature.
Other details: I have Master Tier. For my campaign, I have disabled all content except for the PHB 2024 on the Content Management screen. I own a bunch of sourcebooks, but not Spelljammer or Eberron, which is where I assume the laser rifle option comes from.
Dwarves, Halflings, Elves, and Humans are also included in the Free Rules, so they’re found by selecting that instead. You can also skip filtering by book and use just the options in the Core Rules category. (If you’ve disabled all the other categories anyway, then you should be seeing only the PHB species by default.)

Also, turning books off in content management only prevents players from reading them. It does not restrict the character builder options.
(Though if they have 2014 core, legacy, and extended off, they won't see them.)

Thank you
Laser Pistols and Automatic Rifles are from the 2024 core rules (specifically the 2024 DMG). There isn’t currently a way to restrict options from the 2024 core rules.
