I'd like to make a scroll with the Arcane Vigor spell, so that the spell appears on the character's spell list. I've tried to do this both as a homebrew scroll and as a wondrous item but in both cases Arcane Vigor does not appear as an option on the Add a Spell picklist. Other spells from the PHB 2024 are available, so as far as I know it's only Arcane Vigor that's not available. Anyone else experience this issue?

If you own the book the spell is from (or own the spell from when they had a le cart purchases), you should be able to include that spell in your homebrew item. Check to make sure your entitlements are in synch.
If you have access to non-free content through content sharing, you do not have access to add it to your homebrew stuff, only things you yourself have purchased. https://vidmate****/
If you include any non-free content in your homebrew, you will not be able to publish the homebrew. Though you can still use it and share it with everyone in any of your campaigns.
That's probably the issue. Arcane Vigor isn't in the 2024 free rules. I don't own the 2024 PHB but it's shared with me via a campaign. I guess I failed my investigation check on that one.
