When selecting "Pact of The Tome" I should be able to select/prepare "Ceremony" because it is a level 1 ritual spell and I have Xanathar's book. However, "Ceremony" does not appear on the list of selectable spells. My DM is letting me use Ceremony because it qualifies and should be there, but it is annoying to have to stop using DnD beyond just for this one small aspect of my character's play.
Did you purchase the book yourself? If so, is it listed on that same page under Current Product Licenses? If not, is your character assigned to a campaign where that book is shared with you?
Do you have Expanded Rules enabled for that character? When selecting your spell, did you scroll down to the Expanded Rules section?
Are you looking for it in the last two dropdowns, with the 1st-level spells? Not in the first three, with the cantrips?

It shows up there for me.
