It appears the list of options stops just before the Tough feat. You can still manually add the feat, but not through the Lessons of the First Ones invocation.
If you manually added the feat already, that’s probably why it’s not showing up. It won’t let you add that feat more than once, per the rules. You’d need to remove the manual one before you can add it through the invocation.
