Did you enable 2014 core rules in character creation?
Did you choose the right Cleric base class?
Check under the 'Home' section of the character builder for the first option.
Once enabled when you add a class scroll further down until you see 2014 classes. They are built and work slightly differently - with the above setting enabled you should see the Light Domain once more.
I own the PBH(2014), and I do see the Light domain in the PBH.
But I do not see the Light domain on my Character Creation list.

And I did not choose the right base class.
