Verified all of the following: Content Sharing enabled for campaign. Have character in said campaign. Verified in 'Manage Content' of campaign, all content expected is listed as 'Shared'. Character preferences have correct selections for content. Licenses are all 'in sync' according to that page. Other source materials seem to be working. HOWEVER, there are missing options from DMG in manage invenentory. Potion of Fire Breath (verified is part of DMG, which is shared, see all things verified above) is still not searchable in the manage inventory section of the character's sheet. The character is definitely active in the campaign where sharing is enabled. Basically, the character sheet's manage inventory section does not seem to be respecting the shared campaign content (or at least not -all- of the shared content), and is only falling back to personal content access. However, this is a character in a campaign. What gives? This is a very inconsistent experience. As a user, I'm doing everything right, and our DM has shared the content the correct way, so I'd expect to be able to access the content.
Also, for something so central to your business model, I wouldn't expect there to be such a large list of 'things to verify' to make sure content sharing is working as expected. The content is shared, you should be able to verify that on your end very simply, and should be able to present users anything discovered on 'why is this content not accessible'. It would make both sides have an easier time troubleshooting issues, if you just present users with a reason for why or why not you can see content within the context of a character sheet in a campaign.
Also, i will note that this forum does not allow adding images from clipboard; I verified that the site has been given access to the clipboard, but still complains "This browser does not give access to clipboard". Which makes it very difficult to provide supporting evidence for this issue. Even the insert/edit image does not allow uploading an image, it expects an external source and has no mechanism to upload a photo to the forum. Not great for bug tracking, where screenshot evidence is very commonly helpful to demonstrate the problem.
I am in the campaign. In the 'My Campaigns' section of the site, I can see the campaign, I am listed as role:player, and it states that "Content Sharing Enabled By (DM)"
02 - The list of Shared Content
In the "Content Management" section of the campaign, I can see all of the expected sources listed (including DMG, PHB, Monster Manual and a few assorted supplemental books such as TCE and XGE) and indicate "Shared".
03 - Character is Active IN Campaign
Verify that in viewing 'My Characters' The character is listed as active, and IN the campaign detailed above.
"Your entitlements data is in sync! You should have nothing to worry about, but contact our Support Team if you're having problems accessing your purchased content."
(Note, I am contacting support team here, no other options seem to work, at least when I was accessing the site from my mac).
06 - Core Rules selected for Character
In the character's preferences, I verified that Core Rules are definitely selected under "Sources". Also have Homebrew and Expanded Rules checks, but do not have Legacy or 2014 Core Rules checks, since it is 2024 Core Rules that we are using.
07 - Potion of Fire Breath nowhere to be found
In the character's "manage inventory", when trying to add an item from DMG (Specifically Potion of Fire Breath) the option does not show up. I have searched as Fire, I have searched as Breath, and even just Potion, it is not listed.
The reason the list of items to verify is so large is because so many people miss those steps. We as moderators are not customer service, and so we don't have the same tools they do. We can only help users with the basic trouble-shooting steps to determine if there is actually a problem.

So, absent the ability to put images in my post:
01 - Campaign with sharing enabled.
04 - DMG is accessible in Web
https://www.dndbeyond.com/sources/dnd/dmg-2024/ is accessible to me.
05 - Account Entitlements listed as Synced
Account > Licences > Account Entitlements:
"Your entitlements data is in sync! You should have nothing to worry about, but contact our Support Team if you're having problems accessing your purchased content."
(Note, I am contacting support team here, no other options seem to work, at least when I was accessing the site from my mac).

08 - But it SHOULD be accessible
It is in DMG, and I can access it :
https://www.dndbeyond.com/sources/dnd/dmg-2024/magic-items-a-z#PotionofFireBreath
----------------------
Everything is as it should be, but content still not accessible in the character sheet.
If anyone else is having this issue like me, I found the following. It seems the issue is item-specific, not content-sharing related.
