Edit: I've tried deleting site content via Dev Tools > Application > Storage > Clear site data and then signing back in; same issue. I've tried Incognito Mode; same issue. Dice rolling works in Safari, so it seems to be a Chrome issue.
Aha! I've disabled "Use graphics acceleration when available" in Chrome because it makes the browser run painfully slowly on my machine, and according to this post by jkingjamesj, dice rolling won't work when that setting is disabled.
I guess I'm going to have to use Safari to play.

The dice service is currently experiencing issues. We have disabled it temporarily as a result.
Won't let me turn dice roller back on on any characters. I have cleared cache tried it on Edge and Chrome, tried it on 2 different computers, reset IP address but still same.
My friends can all get on it though so I'm not sure what is happening.
I still can't enable dice rolling on my laptop (the machine I play from, and the one where I had to disable graphics acceleration in Chrome). It works on my desktop machine, where graphics acceleration is still enabled.
It would be nice if the dice option under Manage > Character Settings actually mentioned graphics acceleration as a requirement; that would have saved me the time I spent investigating.

Dice rolling is switched off for my character https://www.dndbeyond.com/characters/136007764, and when I try to switch it back on, it only flickers on for a moment and doesn't stay enabled. When I do this, Chrome shows a request to https://dice-service.dndbeyond.com/diceuserconfig/v1/get that returns an HTTP 204 No Content response.
Help?
