One of my player's is using the Mariner's Chain Shirt magic item and it's giving them disadvantage on Strength/Dex and the Dex skills. With a tool tip saying they aren't proficient. The character is a fighter so has all the relevant proficiencies.
When I look at the mariner's version it seems to be muddled with the Scale armour. It has "Armour (Scale Armour)" under the title, the description of scale armour below the magic effect ("This armour consists of a coat and leggings[...]") and the "Stealth Disadvantage" listed in the notes.
