I am using my DM friend's Master Subscription, which should give me access to everything, I believe.
However, when building a first level Fighter, even with all sources enabled, a lot of backgrounds are missing from the list I can choose from.
In particular, the backgrounds from SCAG (eg: Far Traveller) and ALEE (which are free rules everyone has access to; eg: Caravan Specialist) are nowhere to be seen.
I would post the screenshots, but can't figure out how. It looks like the only backgrounds included are from the PHB (both versions), Descent into Avernus, and Acquisitions Incorporated.
I'm able to see the full text of all sources, so why are their options not showing up in the Character Builder? It seems to me that if a DM provides access to a source book to their players, that should apply completely to the Character Builder. And that goes doubly for free content like ALEE!
Thanks to Davyd in a parallel thread, I fixed part of the problem by assigning the character to a campaign.
Unfortunately, like too many things on D&D Beyond, it's rather fiddly. To add an existing character to an existing campaign, you have to go to your Campaigns page, copy and visit the link for the campaign, then select a character to assign it to the campaign.
That said, the ALEE Backgrounds still don't appear, despite this being AL-legal, free content!
So, there's still a bug to be fixed (and an explanatory message to be added, as to why so few backgrounds are visible without the Campaign attachment).

Please look into this ASAP.
Thank you.

D&D Beyond doesn't host AL specific content and never has, so it's not a bug
