I have created two characters sheets in an attempt to join a campaign. First run through the charisma override modifier insisted it needed to be 1 and would not stay blank or at 0. Second run through all my stats are boosted by +1, and all override modifiers are blank. Just dashes (--). And when I join the campaign, DM cannot see my character sheet, but it shows that I have joined.

It would be helpful if we could see the sheets for reference. Make sure they're set to Public (in the character settings) and post the links if what's posted here doesn't answer your questions.
To address your points as well as I can based on my understanding of your post:

Stats are always between 1 and 30 in D&D 5e and the system explicitly forbids anything outside of those boundaries. So trying to set a stat to 0 instead will set it to 1. The "Other Modifier" box is a bonus to your modifier, as well, not an override.

If your character settings are set to Private (I believe this is the account default, but I could be mistaken), then this is correct behavior on Beyond's part. Check your character sheet privacy settings.

Stats can't be 0. Stats are always between 1 and 30 in D&D 5e and the system explicitly forbids anything outside of those boundaries. So trying to set a stat to 0 instead will set it to 1. The "Other Modifier" box is a bonus to your modifier, as well, not an override.

If your character settings are set to Private (I believe this is the account default, but I could be mistaken), then this is correct behavior on Beyond's part. Check your character sheet privacy settings.
