I have a few supplements that I did not want shared with my players until I had a chance to read through the books but for some reason blocking the content in the content management page of the campaign did not stop the spells from those books showing up on my players list of known spells on their character sheets.

Blocking content only prevents the players from reading the digital book. It doesn't affect the character builder. It's intended for preventing players from reading adventures that you're running
So turning content sharing on makes those options available to players in a campaign without the content unlocked but blocking content after content sharing is turned on keeps the options available for character creation? Is there no way to exclude what content is shared for character creation options?

There is no way to do that, no. It's something people have been asking about for years, but there's been no indication from D&D Beyond about when or if it might be implemented.
