The reason is that the text that starts in the box is counted as legendary actions, so it is displayed as a legendary action in the finished monster

The mods/devs/homebrew community have been aware of it since day 1 of homebrew
From what I recall, it's because the homebrew tools are 70% functionally identical to the content entry tools and for legendary/mythic actions those fields include placeholder text (like all other key fields) to ensure whoever is doing the content entry doesn't skip checking the field

Yes, this has always been the case and is a known behaviour.
All the fields have default text, except for legendary and mythic actions you need to enable the option, delete the text, and then disable the option.
