The bug is in the starting equipment. I checked, and it seems a group of artisan's tools do not show up when making a choice in the starting equipment.
Yes, all the Skill proficiencies seem to appear, but when I try to find the matching toolset in the starting equipment, it was not showing up. (I just added the item and deleted a different tool selected.)
Leatherworker's tools are not listed.

Hmm, it's showing on mine. Does your character already have proficiency in Leatherworker's tools from their race or class?
