You can buy individual feats from books for a few dollars, but you need to know which book it’s in. Go to the book on dndbeyond and scroll down to see where you can buy things individually.
Alternatively, if your DM owns the content already and has an account level that lets them share with you as a member of the campaign, you could get access to it that way.

To access Dual Wielder, you’d need to purchase the PHB or have your character assigned to a campaign where that book is shared with you.
