The section in the Character Builder Home page on Dice Rolling says:
Enables digital dice rolling for this character
(my emphasis)
However, right now, when I turn it off on one character, it turns off on all characters, and when I turn it back on on one character, it turns on for all characters.
I don't think this was always the case, but either the prompt needs to change or the functionality is broken.
