I have Legacy/Noncore options on in the character builder, but they're just not appearing for some reason. I can still easily access subclasses and spells from Xanathar's, just not Invocations.
You need Expanded Rules enabled for anything from XGTE, not Legacy/Noncore.
Invocations also aren’t yet cross-compatible between the two versions of the Warlock class. The XGTE ones will only show if you’ve selected the 2014 Warlock class.
Did you purchase XGTE yourself? If so, was it the full book or just the subclasses/spells? If not, is this character assigned to a campaign where that book is shared with you?

I purchased just the subclasses and spells, but that was previously enough for me to use the XGTE Invocations.
