There's a known issue at the moment when trying to add this from the 2024 DMG. In the meantime, if you have XGTE and enable 2014 Expanded Rules for that character, you should still be able to add it.

Title says it all. Smoldering Armor of any kind is not accessible to the character sheet, It does not exist suddenly.
