It's working fine for me. Are you sure you haven't chosen that one already in one of the other drop-downs? You can't select the same one more than once.
And I forgot I had already selected it at level 4 (test build character to see the interactions between Dual Wielder / Two Weapon Style and different weapon masteries).

Under Character Builder- Fighter- Champion- Class Features- Weapon Mastery Scimitar is not showing up as an option.
