I am in a Campaign with a friend who has a Master Tier subscription and Eberron: Forge of the Artificer (I can look through https://www.dndbeyond.com/sources/dnd/efota perfectly fine) with content sharing on but I can't seem to make a 2024 Artificer or use any of the races in the book. All the other 2024 (and 2014) options are still selectable, just not things from the Forge of the Artificer book.

Yes the character is assigned to the campaign and it does say "Your entitlements data is in sync!".
Ask the GM to check their entitlements, and to turn content sharing in the campaign off then on again.
