A master tier sub lets you enable content sharing in up to 5 campaigns that you either a) have made as DM or b) are a part of as players
Once content sharing is enabled by anyone, all content owned by everyone is shared with everyone else.
Yes, either one of you can enable content sharing in a campaign you're both a part of and all the content each of you owns will not only be shared with the other, but also everyone else.
Here's an example:
Alex, Beth, and Charli are using DDB together
Alex is the DM and makes a campaign. They own the Dungeon Master's Guide and have no subscription
Beth is a player and has a Master Tier subscription. She owns the Player's Handbook
Charlie is a player with a hero tier subscription. Xe owns the the Monster Manual.
Alex invites Beth and Charlie to the campaign they made. Beth enabled content sharing. Now Alex, Beth, and Charlie all have access to the Dungeon Master's Guide, Player's Handbook, and Monster Manual as long as they remain in the campaign
