Campaign link does not see a public checked character

I hit a join campaign link.  I see 5 of my 6 character, the 6th is set for public, but is not in a campaign nor will it show up.  How do I fix it?

I have other characters linked, and they are visible, just greyed out.  I have a non linked character and that is available for picking.

But the one I want to pick is not visible.

I happened to join a 2nd campaign, all 5 characters/names came up so still missing the

I just deleted the character and currently rebuilding the same character.
