hello! I've got a level 6 Rogue with a Whip+2 and I can't figure out how to get it to use my character's dex mod instead of his str. I've tried looking in other threads for a solution but just refreshing the page or clearing my cache or anything like that doesn't fix it. Any insight would be appreciated

It's not that it's not using your Dexterity; it's that you're not proficient with whips (Rogues generally aren't) so it's not adding your proficiency bonus to the attack roll.
Without proficiency, your attack modifier with the whip is your Dexterity modifier (+3) plus the whip's magic bonus (+2) for a total of +5, which is correctly displayed on the character sheet.

Ohh, I see! Well now I feel dumb. I didn't realize whips were a separate proficiency. 😅 This is a character I was trying to translate from Pathfinder 2e (which is what I normally play, and weapon proficiencies are usually lumped together and less specific). That's on me. I'll talk to my DM about what I could do to get proficiency in it and use something different in the meantime. Thanks for the help!

Check with your DM about which version of the class you should be using. They may want you to use the 2024/5.5e rules in general, in which case removing the class and selecting the 5.5e version instead will get you that proficiency.
Or, they might let you take that whip proficiency as a house rule on a 2014/5e Rogue, in which case you can get it working on D&D Beyond as follows:
Go to the character sheet view and click the gear icon next to "Proficiencies & Training" at the bottom left
Under "Add New Proficiencies", select "Weapon" for "Proficiency Type"
Select "Whip" from the "Available Proficiencies" list and you're all set
