I'm wondering if there is a bug in the character generator for 5e on DnDB when leveling my Ranger to 5th level. The text in the PHbook says at 5th level I learn one new spell at 1st or 2nd level see below:
Spells Known of 1st Level and Higher
You know two 1st-level spells of your choice from the ranger spell list.
The Spells Known column of the Ranger table shows when you learn more ranger spells of your choice. Each of these spells must be of a level for which you have spell slots. For instance, when you reach 5th level in this class, you can learn one new spell of 1st or 2nd level.
Additionally, when you gain a level in this class, you can choose one of the ranger spells you know and replace it with another spell from the ranger spell list, which also must be of a level for which you have spell slots.
At level 5, my Gloomstalker gets two 2nd level spells according to players handbook ranger chart below.
But when leveling my character, I can only learn one 2nd level spell then the tool grays out the learn button on learning any more spells. When I go to my character, I now see Rope Trick as the second 2nd level spell. I thought okay, maybe this 2nd level spell slot is consumed by Gloomstalker's 5th level RopeTrick spell just like it was in 3rd level when it Gloomstalker gave me Disguise Self. But in the character edit tool in DnDB, it says this for Gloomstalker:
Starting at 3rd level, you learn an additional spell when you reach certain levels in this class, as shown in the Gloom Stalker Spells table. The spell counts as a ranger spell for you, but it doesn’t count against the number of ranger spells you know.

So, is this correct or a bug? Does a 5th level Gloomstalker get one 2nd level spell by choice and the second 2nd level is taken by Rope Trick OR is this a bug; Rope Trick is a bonus 2nd level spell and I get to choose a second 2nd level spell?
I think you're getting spell slots mixed up with how many spells you know. The "2" you're looking at in the table is the number of level 2 spell slots you have — that is, the number of level 2 spells you can cast per day. That's different from the number of spells you know, which is listed in the "Spells Known" column a bit to the left.
As a 5th-level 5e Ranger, you know 4 spells, which is one more than a 4th-level Ranger, so you get to pick one new spell when you level up. It doesn't have to be a level 2 spell, but it can be. (Your subclass-granted spells are separate and don't count toward this number.)
