Well i remembered last time i had this problem is cause the HB was trying to follow the 2014 version of the class, so i checked in avrae !class warlock BR version.
Funny thing it display with "Otherwordly Patron Feature" features in 5,6,10,11,14,17.
So i tried to match it and now it is allowing me to publish, even further, i removed the 5th one and then it wont allow me to publish.
No clue if its related but it is how it is working.
Huh. I don't know where Avrae is getting that data, but it's very possible it's pulling it from the same (wrong) source as the publication...verifier...thing. In which case you may have found a workaround for this issue that's actually reliable. Thanks for posting that, it may help a lot of people.
I wonder if what's going on here is that it's doing something insane like querying a list of subclasses, picking the first one it finds, seeing what levels that one has features at, and enforcing that list of levels. And there's some oddball one that has hidden subclass features at those levels that are getting picked up erroneously because it happens to be first. The wrong levels in that list are 5, 11, and 17, and it's not uncommon for things to follow the specific progression — cantrip upgrades, Fighter extra attacks, etc. — so it wouldn't surprise me if there's some subclass out there (maybe a third party one) that includes something that needs those hidden features to make it work.
This would also explain why it keeps breaking seemingly at random every few months — it'd be because a new subclass got released with weird hidden features that are throwing it off.
This has a level 1 feature that improves at levels 5, 11, and 17 and seems like a likely culprit, if my theory above is correct.
These issues do seem to have started around the release of that book as well. It came out 10 days before this thread started.
I'm really convinced now that the reason this keeps coming up over and over every few months is that it's being caused by the release of new subclasses, usually third-party ones because they're more likely to break the "rules" about subclass feature levels than official stuff is.

Also though... Maybe Wizards needs to do more testing prior to releases of first- and third-party content if it's going to potentially mess up parts of their other products.

Or just allow us to publish homebrew with any level feature gains. It's homebrew, let the community decide if it's good or not.
Thanks to Unceli for finding a workaround for now. Giving placeholder features at 5, 11, and 17 made it work.
