Why can't I use certain homebrew on my character

Im trying to use the "Stand User" species and it won't even show up when I go to the homebrew part of "pick a species"

Do you have any idea why? If you do please tell me

Assuming you have homebrew turned on for your character, do you have it in your homebrew collection, or is it being shared in a campaign?

If it's shared, are you making the character in the campaign?
