Magical Item with spell is being cast AT WILL even though it is set up to use a charge.

I already check the item to use charges in the settings with 6 charges on the item but for some reason the spell is said to cast at will when the player equipped the item.

managed to fix it after messing with it. Dont know how I exactly fix it though.
