I purchased the digital rogue starter pack but I’m not seeing the bonus background options in my character creator. I’m looking for the Wayfarer background specifically. Do I need to download or change something to get this option available?

If you check this page, are your Account Entitlements in sync? Is that starter pack listed under Current Product Licenses?

Do you have 5.5e Core Rules enabled for that character?
