These new subscriber-only character options are only available to actual subscribers; they're not shared as part of the normal content-sharing process, so if the player doesn't have a subscription of their own, they won't be able to use it. A fair number of people are upset about this.

While it doesn't make the move acceptable, you can make a homebrew copy of the spell. No need to publish, anyone in your campaigns will gain access.
