I recently saw there were digital starter packs for all the basic classes.. inside it mentioned 3 subclasses and 2 races a piece.. and it mentioned specifically 5.5e. I bought them all.. expecting the races to be 5.5e versions of the old races. Yet nothing has shown up on dndbeyond for character creation for a 5.5e version of like.. tabaxi... or kobold.. tortle.. etc? Did i really just get scammed? Lmao.
I assume you bought for example the Cleric Class Starter Pack? The Tortle Race is from Mordenkainen Presents: Monsters of the Multiverse which is a 5e book, but it should provide you access to it that. There isn't a 5.5e Tortle species.

No, it was saying, you get 3 subclasses etc from the 5.5e book, and the races from MotM.
The marketplace lists the source of the options. For example the druid pack says
Mordenkainen Presents: Monsters of the Multiverse is a 5e book, not 5.5e
So no, you didn't get scammed, but nor did you notice the key information
