In the Northlands world book it lists that the spell 'Speech Master's Rune'' is part of the Bard spell list. If you try to add it to a Bard it does not appear as an option. (3 Rouge, 1 Bard if needed)
When looking at the spell page for the spell it only lists it as only a Wizard spell.
