It's a system limitation. The usual way to work around it is to either make a custom attack with the correct bonuses, or just roll one of your other attack-roll spells.

That's stupid, Shilleleigh can do it just fine, so no it is not a system limit, its the dev not knowing how to code.
They're not coded the same at all.

True Strike's very different -- for one thing, the damage roll is dependent on what weapon you're using.
Also, Shillelagh can't do it just fine -- as soon as you have a magic weapon, the hit and damage rolls given by the spell are wrong.
