I've tried to create a custom background. I set the language / prof, tool, etc. I choose the Background Feature (Soldier) I choose the Background Characteristics (Charlatan)
I get the tool Skill Proficiency, Tools, Languages.....but nothing that shows a Feat The stats appear on the next tab Is this expected behavior, i.e. you don't get stat bonuses or an Origin Feat if you use a custom background, am I missing something, or is it broken? Also no reference to Starting Equipment for any of these selections.
Got it, That's what I was thinking, just do the custom then manually add the Origin feat on the character sheet.
That's one way to do it, though that may end up giving you more languages than you're technically supposed to have (since 5.5e backgrounds don't provide languages at all) and I'm not sure what it will do with the ability score bonuses in that case.
The ability scores confused me at first. As they don't show, but they do show, just on the Ability page instead. Its a bit weird they introduced this feature with the new backgrounds with Origin Feats, but didn't make it feature complete. Hopefully in the future. It would only be a pain for new players wanting to optimize (as manually adding stuff is just one more thing to learn) But really it would be unlikely such a new player would be wanting to optimize that bad anyways.

A lot about 5.5e isn't feature complete, and it's mostly down to a lot of it requiring a complete overhaul of the whole character builder, as it was designed with a lot of hard-coded rules and little support for future extension. An overhaul like this is absolutely something they should've done in preparation for the 5.5e release, but they didn't, and only started on it a couple of months ago.

D&D Beyond's custom background tool was designed for 5e and can only create 5e-style backgrounds.
D&D Beyond doesn't currently have a way to properly create 5.5e-style backgrounds, though you can get kind of close with the homebrew tools.
