The Cloak of Arachnida lets you cast the legacy version of Web at will at its normal area rather than the updated version (Web) once per day at twice its area. Also, the page number quoted for its source corresponds to its location in the 5e DMG; it should be pg. 244.
This is one of many magic items in the DMG that didn't have any functional changes in the 5.5e version, so D&D Beyond didn't create a new instance of it. This is probably why the DMG page reference is still the old one — I'm guessing the data model only allows there to be one page number in there, so they have to pick one or the other.
They probably should have created a new one since even though the item itself doesn't have any changes, it references a spell that does have one mechanical change in it, but who knows.
