Green reaper, toxic tradecraft incorrect in character builder

The green reaper Ranger,  toxic tradecraft feature states : “When you expend a level X+ spell slot, choose one of the following effects to add to the toxin” it goes on to list some options for level 1-5 spell slots … i’m pretty sure all of these options are available to you based on the wording. And you select an effect based on the spell slot you’ve expended.

However in the character builder there’s a drop-down menu that lets you select one of the options from toxic tradecraft per spell slot level… The way it’s written, however it says that you select an effect after you spend the spell slot, not during leveling “You may also add a Toxin Effect, chosen from the appropriate list below” “When you expend a level 1+ spell slot, choose one of the following effects to add to the toxin” 

perhaps I’m wrong But I believe all of the options should be available to you and you make the choice after spending the spell slot not during leveling
