I bought a fighter starter rule book in digital but I couldn't use it. it's delay or smh? like it is normal right? I can't use it still is been 30minute now.

That’s not really a book; you won’t find it in the Library. Instead those things should be available through the Rules tab. Rules > Classes > Fighter will show all those subclasses, for example.

You should also be able to select those through the character sheet.
If they’re still not showing up, check this page to make sure your Account Entitlements are in sync and that the starter pack is listed under Current Product Licenses:

On the character sheet, make sure you’ve enabled 5.5e Core Rules and 5e Extended Rules. When choosing your class, make sure you choose the 5.5e Fighter, not the 5e one. (If you picked the wrong one, you’ll need to remove it and select the other one instead.)
