So my question is this: Sapping Sting is a Necromancy Cantrip available for Chronomancer and Gravirturgy Wizards making them TECHNICALLY a Wizard cantrip. So should they be available for Necromancy Savant? I could be wrong (and am fine being so) just wondering what people think
As a note: Sapping Sting is available to SOME feats, but these are feats that don't care about class identity such as Shadow Touched. Also, Death Cleric can take it.
EGTW doesn’t add that spell to any specific class, including Wizard. Since Necromancer specifically requires a Wizard spell, that means Sapping Sting does not qualify. Death Domain, however, doesn’t limit its choice to a specific class.

No. All the Dunamancy spells are only available to the two subclasses. It's not a glitch or anything, but a design choice.
If you're the DM, you can obviously change that, but it's the default.

How come Death Cleric can take it yet Necromancer can't? Why is Death Domain so special?

Specifically, Death Domain (from the 2014 DMG) learns a single Necromancy cantrip with no other qualifiers.
