Observe Issue: Character has equivalent Spell Slots of a Level 10 Mystic Arts Monk (4 First Level Spell Slots and 3 Level 2 Spell Slots) Expected Results: Spell Slots should pool for 7 1st Levels and 2 Second Levels
This is correct behavior according to the rules for multiclassing with multiple spellcasting classes. See here.
The short version is that spell slots from multiple classes do not "pool" as you're suggesting; essentially you add up the levels from the various spellcasting classes you have and you get the spell slots you would have if you had a single caster class of that level.
Mystic Arts Monk is a "one third caster" like Eldritch Knight or Arcane Trickster, so in your example the total effective caster level is 4, resulting in 4 level 1 slots and 3 level 2 slots.
