I saw a much older thread on this issue, but never a resolution. I didn't want to necrobump a thread that was over a year old, but I thought I would bring the issue up at least.
In the equipment screen, when you have the Folk Hero background you get a set of Artisan Tools. You also get a Tool Proficiency in the Description screen. I chose Cook's Utensils in the Background section, but cannot choose to actually start with them in the Equipment screen. I only have a handful of options, none of which I am proficient with.

Cordrin is a human cleric with the Forge domain and the Folk Hero background. He has proficiency in Smith's Tools from the Forge domain, and with Cook's Utensils from the Folk Hero background. When I go to the "Add Starting Equipment" page, I can choose my starting Artisan's Tools from:
