Currently working on a subclass for the Blood Hunter and am trying to make it a partial spellcaster, I'm trying to make it function similar to a sorcerer or Wizard. Characters using this subclass are stuck with only 2, 4th level spell slots even at 20th level.

Blood is thicker than water, but maple syrup is thicker then blood, so does that mean pancakes are more important than relatives?
Yes they only have 2 level 4 pact magic slots which for the class concept is abit to limited though i know i cant add new mechanics similar to things like sorcery points i was hoping i could easily control the spell level and spell slots progression for a custom class, though my play testers can track it on paper for balancing reasons.

To clarify, do they have 2 level 4 pact magic slots or 4 level 1, 3 level 2, 3 level 3, and 2 level 4 spellcasting slots.
Edit: Tested and confirmed spellcasting has pact magic slots for blood hunter subclasses.
