Don't know if I'm missing something, but the 'News & Announcements' forum shows that it has 7 threads. When you go into the forum, there are only 6.

Site Rules & Guidelines is an announcement thread under 'News & Announcements'.
This brings the total up to 7.
So how different is that to the other link? Visually, it looks like it's a sitewide announcement and not part of that thread.
When opening a thread, inspect under the thread title for the board it belongs to.
