The necromancer statblock from Volo's has this action available:

Withering Touch. Melee Spell Attack: +7 to hit, reach 5 ft., one creature. Hit: 5 (2d4) necrotic damage.

"Melee Spell Attack" should be italicized, as every other monster's attack type is (e.g. the giant constrictor snake).
