I created Ring of Crestkeep as a custom magic item and added it to my Pact of the Tome Warlock and I think I discovered a bug in the way the bonuses are applied to Warlock spells. It is increasing the Spell Attack and Spell DC by +1 for my Warlock spells but it isn’t increasing them for my two spells that I got with Pact of the Tome. Is that the expected result? If so, is there any way in the magic item to make it’s bonus apply to all spells? Or should I customize those spells to add +1 to them, which is what I did for now.
The two spells that bonuses from magic items don't work for are spells from the Pact of the Tome. Bonuses from magic items do work for normal Warlock spells. So it looks like the issue is related to Pact of the Tome spells not picking up the adjustment from magic items the way they're supposed to.
Is that enough for someone from D&D Beyond's development team to investigate?
It should be enough. I came to the same conclusion after looking at your character sheet. We just need a mod to see it and bring to the devs' attention.

it isn’t working for Fire Bolt or Sacred Flame. But it is working for all of the other spells.

I think that it’s a bug in D&D Beyond because the same thing happens with a Rod of the Pact Keeper.

Rod of the Pact Keeper doesn't give its attack bonus to a spell granted by Spell Sniper as well.
