In the character builder, under the Racial Traits, it says "+2 Charisma, +1 Intelligence..." That is a typo, its +1 wisdom. The builder correctly applies the ASI, this is just a description typo.
This is a longstanding, frequently reported problem.
First off, you confused me for a second because you didnt specify Tiefling, but I figured it out.
The racial traits summary only displays the base race's traits, not the subraces' or the variants', this is true of all races (but everyone only reports the 1 race they were using instead of checking anything else to make a complete report). The shown traits in description will all be correct though, only the summary is incorrect.
Eventually this will get fixed, but it isn't something a mod can just fix, the devs have to do it. So it may be a while. In the meantime, you will just have to scroll through the complete list of features to see them.
It confuses a lot of people the first time they use a variant (and a few people the first time they use a subrace). I do hope they fix it sooner rather than later, but since the character builder is planned to be removed (integrated into character sheets), I don't expect they will bother.
