I think it has to do with buying magic items being an optional rule, but buying gear being a default rule. And they wanted healing potions to always be available.
It probably confuses more people than it helps though.
I'd say. At the very least they should keep all the potions of healing together instead of having the basic one and all the other types be in two different sections.
Probably, but it is not up to me, and not up to DDB. It is up to WotC, and they don't read the DDB forums (even though that would be a good idea because a lot of rules interactions that need errata'd or a sage advice get posted here, not to mention feedback).
When looking to add items in the character sheet there is no option to add basic potions of healing, only greater healing and above.
You were probably using the wrong filter.
Potions of healing are listed under gear, not potions or magic items. It is a 5e thing, not a DDB thing.
