I have it added to "My Homebrew Collection" and see it there, but we can't for the life of us figure out how to make it selectable on his Gnome Wizard character.
I am at the Master Tier level sub, and my digital sharing is turned on in my Campaign, if that makes a difference.
When using homebrew you'll need to make sure you turn on the homebrew toggle, which is found on the preferences page of your character builder. (The first page) Your Wizard will also need to be level 2 to add their Arcane Tradition. Hope that helps!
I must add that this 'homebrew' is actually Unearthed Arcana content, and is copyright to Wizards of the Coast. It has now been rejected and removed from public homebrew, as it breaks our sharing rules.

Users are welcome to homebrew any content they wish to use privately, but users should not be publishing any content they aren't the original creator of. So if you (or someone in your campaign) wants to create the Theurgy subclass so you can use it on this character, you could absolutely do that. Just don't hit the publish button. :)

How do I get a custom, fighter-based class, to have a spell list show up (like Eldritch Knight does)? Not only ones from the PHB, but any custom spells I have added?

You would need to give that subclass the Spellcasting feature, and in the main page of the subclass creator you would type in which spell-list is available to them. Below that same spot is "Additional Specific Spells" which you can use to add spells not found on the spell list referenced.
Note that if the spell has already been marked as (for this example below) a "Wizard" spell, you wouldn't need to add it in the additional specific spells. As long as your homebrew toggle is on they will appear as part of the Wizard spells.

Ohhhhhh.......ok gotcha! Yes Homebrew toggle is turned on, and the Theurgist Wizard is Level-2, but for some reason it still wasn't selectable.
