I have an active master tier subscription (double checked it showing active) and have just created a new campaign with one player joining thus far. The content sharing enable/disable button is not displaying in the campaign management screen. I have cleared the browser cache. It did not remedy the issue.
That's disappointingly low. I can see not allowing 20 or 30 campaigns, but in the day and age of virtual tabletops, it's not unusual for a DM to run more than three campaigns at once. I currently have 4 tables going. I'd vote setting the limit at 5.
You're welcome blockhead46. What I personally do is swap my campaign sharing around as needed, putting it onto whichever campaigns are running next or are currently in the process of leveling up. Turning campaign sharing off will not remove any content from a character that has already been made, it will just prevent that character from adding anything new that it does not have access to. :)

Hello blockhead46-- Do you have content sharing turned on in three other campaigns? You should be able to check this on the My Campaigns page.

Yes, a Master Tier subscription allows you to share content in three campaigns. You can view all the subscription information on this page.
